NTPC Limited has issued a tender to procure 219,000 tonnes of non-torrefied biomass pellets for its coal-fired thermal power plant in Dadri, Uttar Pradesh. This initiative aims to co-fire biomass with coal, reducing carbon emissions and promoting sustainable energy practices. The deadline for bid submission is January 28, 2025.
Project Overview:
Supply of non-torrefied biomass pellets to NTPC Dadri.
Minimum 50% of raw material must be paddy straw/stubble from Punjab, Haryana, or NCR.
Certification from a nominated authority is mandatory for raw material procurement.
About NTPC:

Aims to have 30% non-fossil fuel-based generation by 2032.
Scope of Work:
Supply, transport, and delivery of biomass pellets to NTPC Dadri.
Unloading provided by NTPC if pellets are loose-filled. Bagged materials require supplier handling and costs.
Specifications for Biomass Pellets:
Base Material: Minimum 50% agro residue (paddy straw/stubble).
Shape & Size: Diameter ≤ 25 mm, length ≤ 35 mm.
Moisture Content: ≤ 14%.
Calorific Value: 2800–3400 kcal/kg.
Fines (<3 mm): ≤ 5%.
Delivery and Quality Compliance:
Daily supply for one year.
Materials not meeting the quality parameters (e.g., excessive fines, moisture >14%) will be rejected.
Consignments require tagging with detailed technical specifications.
Price and Payment Adjustments:
Base rate: ₹8282.4/MT (including GST).
Price adjustments are based on deviations in calorific value (GCV):
GCV < 2800 kcal/kg: Payable at 75% or 50%, depending on the range.
GCV < 2000 kcal/kg: No payment.
Raw Material Guidelines:
Acceptable materials: Agro residue, certain additives (e.g., lignin, starch), and limited mixing materials.
Wood from tree cutting is prohibited.
Testing Standards and Methods:
Moisture: Tested on-site before unloading.
GCV, Fines, and Dimensions: Assessed using ISO standards or equivalent.
Disputes resolved with NABL-accredited lab analysis, costs shared by NTPC and the supplier.
Environmental and Economic Benefits:
Reduces CO2 emissions, making biomass pellets a renewable energy source.
Addresses environmental concerns like stubble burning and air pollution.
